I have been searching for different methods of making Photon Sabre Tiger awesome for quite some time, as I feel it's one of the best cards from Photon Shockwave. Once I heard about the "Wind-Up Rabbit Control" idea, I figured I'd give it a go with this.

Wind-Up Rabbit is an amazing card by itself. It constantly plusses off of removal attempts, and can make consistent rank 3s with its blink effect. The fact that it returns to the field in the Standby Phase and isn't special summoned also helps it avoid cards like Solemn Warning. Combined with the constant flow of level 3 monsters in Photon Sabre Tiger, and this deck churns out the best XYZ monsters currently in the game with ease.

Photon Sabre Tiger is amazing. It's an instant floater that makes rank 3's super easy and combos extremely well with Horn of the Phantom Beast. If you can manage to get 2 of them on the field at once, it puts some serious pressure on the opponent to find an answer quickly before they take too much damage.

King Tiger Wanghu may seem like a bad choice in this type of deck, but hear me out. King Tiger answers all three of the Tier 1 decks right now. If I win the die roll and draw this guy opening hand, you'd bet your sweet ass I'm summoning it first. He single-handedly shuts down the entire Wind-Up monster line-up, he stops all of the Inzektors outside of Centipede (which is answered by the myriad of traps and hand traps I maintain), and he tells Rescue Rabbit to suck a dick. Backed with Horn of the Phantom Beast, he can stay out and cause problems for a long time. If I manage to summon Wind-Up Rabbit first, even better. Wind-Up Rabbit's blink effect doesn't count as a special summon, so it won't get destroyed when it returns to the field. Wanghu definitely does not work well with Sabre Tiger, though, so there is a timing issue in this. But it's too big of an answer to the current meta to ignore.

Tour Guide and Sangan are here to compliment Wind-Up Rabbit even more. They just help to churn out the rank 3s like mad and keep constant pressure on the opponent.

The hand traps are hopefully obvious. I'm currently testing a 2/2 ratio between Maxx "C" and Effect Veiler to see how it works, and so far so good, so I'm not complaining. I may play around with that ratio some more, but so far this feels comfortable.

I feel like the rest of this deck is fairly self-explanatory. You're all welcome to ask about specific choices if you're curious. The side deck is a straight net-deck from another player, and that's mostly because I haven't had a chance to play this deck in any real matches yet. I'll tweak it as I go.
